You have to go back to wave and then into flac afaik.

You can go directly with Foobar's converter

You may need Metaflac.exe, flac.exe, or ape.exe though.

All are readily available on t3h netzz.

All lossless formats should be able to be converted from one lossless format to another without any quality loss.

Anyways, I think dBpowerAmp would work great for you....and easier than messing with Foobar.
