1.3 = Free IPB different then paid ones.

The coding isnt the same at all, so you cant really do anything with the skin if your not running 1.3.

You being serious? you can code IPB 1.3 skins in about an hour max. Like i stated before also brandon bought this off someone else and therefore there is no gurantee of it being unique.
