At the moment, vB Sector comes with two unique vBulletin skins with full rights. At the moment, they are linked to the seller of the vBulletin skins, but after establishing a vBulletin forum on vB sector, you can upload the skins there. vBulletin skins are expensive, and can cost anywhere from $200-1000 to get designed and coded.
This package comes with 2 vBulletin skins with FULL rights.
