Looking for a designer

Well, I've been having some trouble finding a designer for my latest project.
One designer gave me something completely unusable, the other ran off with my money.

So what do I need?
-A blog design for a popular computer game - The Sims

I need some one that can design a nice theme for me, on my terms and conditions.

My budget is currently undecided, after losing money to 2 designers im running low. So I can't spend very much.

Please just tell me your rate and show me a portfolio.
