Well I can trade a few things for a good php coder to do a custom cms type thing for one of my sites with:

Log in, submit templates, top 5 submitters
Easily add downloads with thumbnails and description, downloaded counter (fit with design on here )
Article section for tutorials to easily add them.
News system for front page.
Still seo friendly with heading tags.
