Old  Monitor (or graphics card?) qualms

Hi there,
I'm having troubles with using a secondary monitor with my GeForce Go 7600, I have tried one 20" wide screen (Acer) and now a 22" HP wide screen monitor and keep getting a wavy effect.

Connected via VGA (no dvi available on my laptop)

This does not happen when I connect a CRT monitor OR when I am connecting using the Svideo output to a 26" Acer LCD tv.

I had to install another driver version from the original in order to get the native resolution with the Acer so I did likewise for the HP as well.

The issue is apparent on all resolutions however most noticeable is on the native 1680x1050. Refresh rate is 60hz and won't allow me to change it when on the native resolution.

Here is a video (focuses proper near the end) that I took with my digital camera which shows what is going on.

What could be at fault here, is it physically the video card in my laptop?
Or is it something else?

Any insight would be greatly appreciated.

Thanks,
Jeff
