Does anyone know if it's ok with Google to ask around on forums etc for people to link to your website, as long as you don't offer anything in reward?

(I mean with regard to their quality SEO policies etc).

IMHO, you can always ask/request people to link to your website either for no reward or through a link exchange partnership. You can just not mention the URL of your website within the post itself (keep it to private messaging). It is unlikely that Google will know about it then.

Hard to tell really. Apparently Google employs people to manually help rank websites. Not sure how this is done.
