There is no comparison between Dreamweaver and Frontpage.
If you want to compare then compare Expression Web 3 to
Dreamweaver CS4 ( Wait for Expression Web 4 to compare with CS5 ).
Expression Web 3 is much faster to use than Dreamweaver CS4 and I find it just perfect for quick WYSIWYG edits.
I used it for when I was making a website that used php for templating. It has the ability that's touted by CS5 to detect all the linked files and display them in one place.
When it comes to proper coding I use Notepad++ or E-Text Editor. Both are superb products.
