after panda update, its need to know What has become priority for the search engine ? Is it content or back links ?

It seems to have benefited content, not backlinks. Some of the backlink-farms were the most hard-hit by Panda.

Content is more important for Google.Lots of site are following No follow methods.So, getting back links are getting more difficult.We can improve our PR by writing good quality contents.This will help for PR and also for getting back link form high PR sites as well as more visitors.

^I totally agree with you. useful, unique and quality articles is definitely the way to go now since almost everyone is in a nofollow attribute.

I think both are important. But now you need to give more attention on quality. You can't get backlinks from any site or publish anything. You need to maintain the standard

It is a well known fact that the Panda update was about quality content, targeting content farms and spam sites.
Fresh, unique and quality content is just as important as having strong, relevant inbound links from authoritative sources. In order to be successful online, you have to have both content and backlinks. You can't really have one without the other. I don't see how could someone be successful only with content and no link building campaign or vice versa...

Keep in mind though, that a website should be build for the human visitors, that is potential customers, and not the search engines. Follow the search engine quality guidelines and you will do just fine.

I would think both content and backlinks are still important. Content for both search engines and visitors - you'd need backlinks to bring your website to your visitors(high rankings) and good content to keep your visitors occupied and even become loyal visitors. Update or no update, these 2 aspects are equally important.
