Err, that's the problem, I don't have Photoshop, or anything of the sort. I'm trying to make some decent images with GIMP, but it's not going very well.

No, you can. You don't need loads of "effx" to make a site good. Most of the best sites — in my opinion — don't use flashy graphics but are more simple. You don't need a good graphics program to create a good website. However, that site is pretty bland, and I'm not really liking those black borders, nor the teal.
