Paypal doesn't cover this, and will lead to the money being refunded to the BUYER.

This transaction was reversed for the following reasons(s):
- We did not receive tracking information.
- The transaction was not marked as "SPP Eligible".

All intangible transactions are NOT "SPP Eligible." I'm not trying to be cynical, but I've had 15+ disputes filed from buyers after they bought templates from me in the past, and a good portion of them I DID win (seriously, why would you try to say your account was fraudulently accessed when I can provide proof?) but there were a few I didn't win, despite the fact I provided proof. It was namely when they did a credit card [company] chargeback AFTER losing the dispute. This is how bad some of them are.
Regardless, you can TRY to give them as much information as possible, but there's a high chance that you can lose the money either way. Worst case, if you do lose it, sell that design again. It's your work, and you deserve to get paid from it. So, sell it again.

Yes they can, they've been very careful not to be classed as a bank so they can do pretty much as they please with your $.
If it's a dispute, you'll likely win as paypal doesn't arbitrate digital product disputes. However if the buyer paid with his creditcard and this dispute is a charge back from that card, you are likely sol.

I've been through this before, I know how it works. They offer no support to intangible items.
