"Account Holder Date of Birth:
25 Oct. 1989"

Surely they know I'm under 18?

Did you have your DOB entered in the user info or a fake one?

edit: On sign up it doesn't state you need to be 18 at all

Nope

You will get fecking nowhere mate. You signed up without reading their T.O.S which you HAD to check a box to say you "read and understand" them. You're on your own. I don't disagree with their actions.

What's wrong with calling them up, they always answer.

  Old  Paypal are gay..

Just filled in a complaint for something I bought a couple of weeks ago, filled out all the forms and straight after I get this

Issuing a Buyer Claim - Thank You
Thank you for filing a buyer complaint.

Unfortunately, this complaint has been closed because it does not meet PayPal's complaint policy guidelines. However, your complaint has been noted in the record of the PayPal member whom you reported.

We encourage you to continue to work directly with your seller, as we have found that many misunderstandings reach amicable solutions through communication.

To learn more about PayPal's complaint policy guidelines, please go to the 'Help' link of the PayPal website and click on the Protection Policies category link.
What was the point of making me fill out the form? to get that?
