(wanted) Custom developed website, frontend and admin

I am looking at creating a site similiar in features to videoaddon.com and audioblog.com. I want to start by having a site that will allow paying users to upload media files (wmv, avi, qt, mp3 etc) and have it converted into flash and add a custom player to the file. Also allow the ablility to add an ad to the start and/or end of the uploaded video file for unpaid accounts. A frontend and admin section will have to be created. I will need to be able to control all aspects of the users account (filesize, bandwidth, amount of files etc). Once the file is uploaded and converted I want the code that needs to be placed into a webpage, blog, forum etc to be shown for the user to just copy and paste.

Paypal will be the payment gateway at the start but easy intergration of another gateway is a must.

There will be many more small details to be covered but this is the overall idea.

The site might be intergrated into a blog hosting sevice at a later date.

A design for the site will be supplied, intergration is needed, might be uncoded though.

Support for mulitiple servers is a must. (A powerful server(s) to do the conversions and then some less powerful file servers.) Payment details will be worked out but the full payment will not be handed over until the site has been tested. Also I would like the person to be available for additional features at a later time and payment to be discussed as needed.
