He will code a layout, in exchange for a decent design. He wont code it for you for free, he wants a design for himself, in exchange for him coding a completely different design of your liking.

Im pretty sure he means that anyway!

It all depends on how you look at it

There are designs for 200$-350$, and there is coding for 200$-350$ - http://www.xhtmlslicer.com/

Designs aren't worth "more", it's just that tfl is full of 9 year old kids doing the job for 12.50$
