Developer for Project Management System

Hello All, I'm looking for a developer to create me a project management system. This system would have to include the following

• Document Upload/Storage
• Calender with add specific events to
• to do list - nothing major just task list name,what to do, also subtasks
• discussions(Like PM but just not private,along the lines of a thread)
• auto email new updates to everyone involved
• User management system (Add/remove/permissions)
• dashboard of all current projects

I will provide more information in private, I'm currently just looking for a quote just to see what I would be looking forward to paying.

We've recently just built http://goingoutfit.com which has hundreds of features and was built using Ruby on Rails, however we're capable of PHP also. The website was made in roughly 7-8 days and about 6-7 hours work per day, so the development time is a very quick turnaround if you also need delivery of the project soon.

To give a better estimate in price, will you be providing a design for layout of the system or would you need that also, and also how well polished you'll need the system, a full feature list or a view of the design would indicate what you have in mind.
