  Old  Design offers & requests

I'm trying to make a post in the design offers & request forum, but it won't let me. I thought the minimum requirement was 5 posts? What else is required?

Once you get over 5 posts you need to wait an hour or so for the server to update or something.

TF has probably the shortest and most straight forward rules page in the history of forums, its not that hard to read it as soon as you register so you know what your doing.
