PC is best as compare to laptop because PC is cheap as laptop and laptop have to keep lot of care.

It depends on the use you are going to give it. If you want it to play I recommend you a PC for sure

Dont get a laptop, unless its an xps that worth more than a house.

I've always used a pc to do everything, Laptops just dont quiet cut it for me, It takes longer to do stuff such as webdesign.

So i would definitely say go for a pc.

Personally, I'd recommend a mac, but as that seems to be a little out of your price range, HP pavillion's are great but if you're looking for a step above an HP check out Lenovo.

Well if you are not into gaming I would say laptop as it just makes more sense. I use to be into gaming a lot so I had a desktop but I dont do that as much anymore. However if I still want to, my laptop is powerful enough to handle it.
