I got a problem i have to change this
OK answears to questions:
In helping me with the board.
It is about coding and design (will get more topics when it gets bigger).
Partner responsibilities are posting on forum and bring in active members.
Benefits are low for now but will get bigger as forum grows.
The partner doesn't have to pay unless he/she wants to(to improve the board).
As much commitment as the partner can.
It is not really a business it is a discusion forum.
I own it/I pay for it.

Well, it basicly stays the same but
now i need a partner to go in with me 50/50 because i need to buy vbulletin board all over because my friend took it away for his own needs and doesn't wanna share it anymore. Which i found very stupid after i spent 2 hours setting it up. Well, now i need a partner that will go in 50/50 with this so is anybody interested? (I will ofcourse do my best for this forum to achieve it's greatness in the most smallest amount of time possible; we both will be making our money back pretty soon)

Splitting costs, especially software/licenses is a very bad for that exact reason...people have a tendency to claim it their own and run with it.
I would recommend gathering up the money and buying all of it yourself...unless you can find somebody you seriously know and trust...which is not going to happen by asking entire communities
Dont mean to sound harsh or anything, would just like to give you some advice

It is very hard for me to get money =\. Especialy enough to buy the lisence, buy a domain, and hosting. So my only hopes is to get a good partner.

Online partners never work for several reasons. Generally one person will end up doing all the work or you will fall out over a particular idea. Other than that you will end up making less money Just ask yourself....why do you need a partner?

Perhaps you need to look for a free route...I dont think lack of money is enough reason to get a partner.
Try to find some free hosting out there...participate in a contest or something (especially if you must get a vB license), this stuff happens every day...I actually give out a little bit of free hosting myself, but do not have any available right now...just ask around, somebody can help you out

Good points, but I may have a partner for PureTutorials simply because this potential partner is amazing at web programming, which means he could make the script, I design the site, then we both do equal work from there on such as adding submitted tutorials each day etc.

i actualy want to do all the work and it's more then hosting, hosting isn't the problm here. I need a vbulletin lisence thats the problem =\
