I need your help people...please!

I know how to do html/css/ and some JavaScript.
I want to know if someone wants to do...for example a defensive driving website to take classes online. How can I go about making a this web application that know that the user has finished with that chapter and he can log out and came back later to continue taking the rest of the chapters on his online course..

How can I accomplish this? Can I use a php guy to do this? Or what other programming languages do I need to do this?
