A possible way to keep the forum active would be to set a date for members with 0 posts to post by, or their account would be deleted unless they notify an administrator. Say 6-8 months since registration.

I think with VBulletin you can mass mail members. Have you considered putting together a mailing list and shooting off an email to the inactives to give them one last chance to start posting before you remove their accounts?
Just a thought.

I do that at a few forums. I just sit in the background and make like a post every 2 weeks or something to keep myself active. I just take in the information that is basically being handed to me.
You know... I've heard some of the most successful people just sit there and read and read and just take in the knowledge that they see around. They just sit in a dark place and stay shy... yet they make out amazingly in the end.

i dont know if its possible but maybe you could just delete the people that havn't visited the forums in say the last 30days rather than people that have never posted? like its been said its suprising how many people will come to just to read and not post
