I use DreamWeaver CS3 in code view beacuse I have the CS3 package and it would seem like a watse of money to just use notepad.
For the begginer Dreamweave is a good choice but try to learn how to hand code, if your site breaks you will know how to troubleshoot untill it is fixed.

BBEdit or Dreamweaver are both good. It depends on how much you know!

Don't waste your time with dreamweaver - It will only slow your learning process down. While it is a great way to boost self-confidence ("look what I made") - the best way hands down, is hand coding.

Every line, every div, every list must be known and understood on your site or you will be in trouble when faced with a design problem.

And remember, tables are for displaying data - not formating your site layout. ;P
