Transferring a WordPress Blog
I'm wondering how you transfer a WordPress blog to another server.
Would I need to make backups of the database, and pass them over with the template files?
Can anyone shed some light on this?

Yeah. Also including any plugins you may have installed would help too.

When I transfer a blog - I just download a copy of the db and copy it over to the new server along with the files

Just export and import the database along with what Indy said.

-Upgrade to the latest version
-Back up your wp-content folder
-Use WordPress' built in export feature
-Install WordPress at new host
-Import the WordPress export file
-Upload your wp-content folder
-Activate themes and plugins you need

I always just make a file backup and sql backup and import on new site. Teh change the config so it has the new db connection info. After that I edit the site details (url etc...) in phpmyadmin.
