i decided to make a standard template that i can use to distribute my work with. it's all done in CSS and i haven't touched CSS for over 8 months heh heh so bear with me here.
this is what I have so far, it's just a dummy template i created with all the possible elements i might use:

i don't have IE and i can't install it so i can't really test for IE :/
the problem is that in IE, apparently, the top portion doesn't show, i.e. this part:

but it shows up in FF. is it an IE bug? if so what is it called or how can i fix it?
also, how do i extend my left hand panel all the way to the bottom?
feel free to make any suggestions on accessibility and optimizing my CSS. i probably know very little on this now compared to you guys.
PS: i'm serving pages as XML where the user agent will accept it so i'm just mentioning that in case it has an effect on this.
