Social bookmarking seem to be the fastest. Other methods would be web 2 properties sites and article submission.

Any link from a properly indexed site will get you indexed fast so there's no need to worry about spending extra money on it as you can do it for free easily. Social bookmarking sites are a good option as someone else suggested but even a signature link from a forum can help as well.

All the suggestions are good but make sure that you niche is appropriate to the websites. This is especially true if you are going to use signatures in forums. I've seen some people posting in forums where their signatures were off from the topics of the forum.

I agree with you about the signatures as I also notice the same. People just want to get backlinks as many as possible and as easily as possible without thinking about the relevancy.

I agree with you about how effective it is to use social bookmarking sites to get fast indexed, but I doubt about social networking sites. If they ever gave links to your website, they would be no follow links.
