So if I were to place a incentive of a Wii on my forum and it were raffled off at the end of the month to a random member who reached 100 posts that month, is that illegal?

I doubt it would be considered a lottery, because he isn't taking money to enter. I think raffle is a bad name, it is really just a random drawing.

There is an easy way to get round it and that is asking a really easy question to enter. This changes it from a game of luck, ie lottery into a game of skill. Hence why tv shows do it and ask questions like, Which one of these is a bird? a)Zebra b)Pig c)Seagull

From what i gathered by doing that you are covered as you are not holding a lottery at all. Also for raffles you need permission as schools have to do it when they have one at summer feats. On the back of the tickets it said approved/liscenced by ... etc.
