Old thread but I will like to echo Derek Lapp. There really is no need for a CSS framework. You should be streamlining your own CSS document to avoid bloating. Not to mention your template should be unique enough to require more detail than is provided.

Not so simple to define a css framework, 960gs is a grid system but it's great to start with. If you are interested in css framework you should try Sass with Compass

960 grid framework is the best. I was using Blue print earlier but I don't like it because it adds only right margin 20px to columns. 960 gf splits that space into left and right columns sized 10px each.

Skeleton is pretty nice, 960js is ok, Normalise is probably the better one. Frameworks are like marmite really, you either like them or you don't. Its not a necessity, and without one, allows you that little bit of freedom. Grids and most CSS frameworks, you will find restrictions. Clean - hand code - from scratch - don't be lazy, is the best way to go.
