There is no single best host for everyone. No host can meet everyone's needs.

Someone should be asking you a lot of questions before they give you a quote on hosting. There is more to it than price or even good service.

What will you be doing on the site?
Will you need lots of storage? Lots of bandwidth?
Do you need to install scripts? Want to be able to auto-install common scripts?
Do you need shell access? DNS hosting?
Just one site, or a deal on hosting multiple sites?
How expert are you? Need lots of help, or just the occassional helpdesk ticket?
Do you need a particular platform? Windows or Linux?
Do you need support for anything special? ColdFusion? Miva? Plone? Java?
Do you want your domain registration conveniently rolled into your hosting bill?
Will you be sending email? How much? Email marketing?
Do you need a static IP or an SSL certificate? BYOcert?
Hosting big audio or video files? Streaming? Podcasting?

Maybe your site is simple and static... but make sure you are getting all the features you need before you decide based on price alone.

www.powervps.com they dont just do VPS systems, they are very good! great support responce time & super fast servers!

also www.hostingzoom.com they are very good I hear, I was with resellerzoom but Ive move onto my own server now.

I own www.brokenhosting.com but our database is messed up due to our billing system. We will be able to get it sorted out soon though. I wouldn't call us the best host though.

I think it depends if he wants service over the biggest available hosting packages on the net. I would go for service instead of the best deal.

Try sitekreator.com - it's free easy-to-use online website builder. They offer nice templates, free hosting for 10Mbs storage, forms, forums, site statistics, etc. If you want more storage - they sell 100MB for $20/year or something. So far I'm pleased with their service, email support is free and fairly fast.
