Trust me, it is - if you are looking for a free CMS that outputs valid XHTML, then Textpattern is the best right now.

I have just implemented textpattern to my site, and its great! But if you want more features, and are willing to learn on a stronger platform, then I would go towards TYPO3.

One of the best PHP CMS systems on the market.
