How do they do this? Collage of Text for image

Awhile ago they had the kewl feature to take a collage of pics to create an image... now you can buy that program... but how do they do this pic below?

Take a collage of words and create image?

I'm not sure, but that looks pretty awesome.

Maybe they pen out all the shapes then but words over it?
