Do you feel comfortable throwing away $20? If yes, they why not go for it? If he's being honest and you get back twice as much then great: if he doesn't pay then it's only $20.
You could always ask him why it's needed, ask for invoices that he needs to pay, etc.

I agree with Salathe. Giving him $20 is obviously a risk, so is it a risk you're willing to take?

This comes down to it being simply your choice, allow the risk or not allow the risk.

50% chance to have a 100% gain.
That's about how investiments work.... Riskier, the higher gain--just make sure you use your head =p

I see it this way
There's people that doesn't pay when you already completed your work, do you really think this guy will give you 40$ in 2 days if he hasn't 20$ today?

No. I wouldn't loan him anything. Situations like this never play out like they are supossed to. Take your $20 and invest it in something with less risk.

Never loan money, even to friends or relatives. One of those rules of life I've learned the hard way. This case seems exceedingly shady, all he has to do is block you and you have been suckered out of $20.

I wouldn't rely on PayPal... and if PayPal does decide to reimburse you, it may take 6 months.
Put it this way, if you lend someone $20 and later get $40 in return, will it really change your life? Just don't bother... you'll just set yourself up for disappointment.
