I would certainly not be coding it from scratch. Use some out of the box free CMS and make a killer template for it.

Joomla, Drupal, phpNuke, etc...

If you were familiar with a framework i suspect that you could knock this up, but coding from scratch may take awhile.

As alefort suggested you could indeed take the base from a existing framework (take phpNuke from the list unless it has improved dramatically from last time i used it ).

Or hire someone to code it but its not a quick job by any means.

LOL, I agree with removing phpNuke. I just couldn't easily think of another newer CMS, so I tossed in there to round out my list.

Open your favorite editor and map it out, here is the format I go in

database structure
....

Files
file.php -purpose, estimated time to complete and notes

Once you have that, you can start using that as a guideline to how much you have left. Otherwise it will become a wild goose chase with bad design because you are focused on a single subject.

Yeah, I like to plan out most of my features up front, but make sure you leave room to add extra stuff.

I think using existing CMS and write custom functions when needed is much easier/faster than building from scratch.
