PHP to VB?

I was thinking of making a forum but I was wondering if I can take all the posts and users and import them into vB?

you can import phpBB to VB, they have a script called impX I believe.

When you buy a vBulletin licence I believe you are able to freely download a converter from the account panel

Yes, that's correct, it's called impex. Search on their forums and you'll see a thread which lists all of the available converters.
