if you are starting a new forum you need to concentrate on getting new mebers and make them active in form discussions.

Use VBSeo if you're going a VB Route -- it increases natural traffic organically. Use stuff like Community Headers (I believe is what it's called) to try to tempt users into registering.

I like the niche forum because it's simply easier to get people. There's not much you can do to force people to interact with each other, because you're not physically there.

Instead, try to focus on making the forum as simple and user friendly as possible. Target your prospective users with a theme that feels like it was built for them.

If you've got a VB, VBulletin.org is your friend for modifying your forum.

Think of different ways to always bring something new to the plate. This can help you get new members to join and build a large community. Contests and giving away free stuff or useful information are also essential.

A key to building a successful forum is being unique. "What makes your forum special over the others?" you should ask yourself. Another thing is to build a "Community"! You may be thinking "Yea that's what I'm doing..." but is it? What I mean is... you and your members must feel a sense of "community", "friendship" and "trust". Forums that are built to get as many people as they can joined are destined to fail.

This is how my forum became successful, because the members want to come to the forum to talk to other members because they can enjoy themselves there.

Last but not least, I do not recommend faking an active forum. A good forum is built by everyone, not fake users. If guests come to your forum but don't register either they are not interested in the subject or your forum isn't interesting enough to make them join. This is a good indication that you should work on it more.

To start a successful forum I think you need the right content, and you have to advertise. Get it well known. It can take while so you gotta stick with it.

I will say the people and the active users are the most important thing for a forum!
