Problem with computer?

Hello everyone. There's this one Web site my friend hosts for me, but whenever I try to access it, it won't show, says the server is taking too long to respond, but everyone else can access it (www.bestweblayouts.net). No one on my network can access it. I can access every other website besides this one, anybody know what the problem could be? Thanks.
