I am a great programmer, but don't have the best design skills. Is an eye for design something that you are born with, or is it something that you can learn and develop?

Programming is part skill but mostly natural talent. Most good programmers can't design to save their life.

It is true that some advance talent requires for best web design creation but it may possible to learn design by practice of designing and knowledge about designing. You should do more and more practice for web design.

Just use youtube for ideas, and download lots of extras for photoshop. The more stuff you have to play with, the more creative you are able to be.

Yes, it is possible to learn design. Actually creativity is a problem to be solved not something we are born with. So yes, if you were able to be a great programmer, you can also be able to be a great designer. You just have to overload your senses through exploration.

anything *can* be taught, it's just a question of how well you can relate to the material and understand it. you can teach yourself design the same you can teach a child lettuce tastes good, or better, the same way you can teach a teenager that beer tastes good.

strict design theory: form, contrast, shape, shade etc, can be taught with relative ease. think of it like math in school. the trick and what makes someone a "good" designer and one who "can't do it to save their life" is how they apply the theory. just because you know what kerning is doesn't mean you will make a great design piece. just knowing what kerning is won't make your design good or effective, how you use it will. if you're message is the important of good design, you could intentionally kern things badly to create discourse in your design to get your point across. it's much like music and creating mood. think of any movie trailer where they intentionally switch the music up to completely change the mood and perception of what's happening. technically that's good design, because the trailer was designed to do that, and instead of kerning, they used music.

imo "design" is just a part of story telling, and "designing" is just telling it through a visual medium. my philosophy is design just just another tool set for ultimately telling a story.

Actually design need more passion on it, even you not "learn" about design but you like it, you can do it,
Just software like photoshop and illustrator that we must learn

Well it depends. For example, my first design was good, but then I learned a lot. I can say that you need an eye at the beginning but you still have a lot to learn!

Designer needs natural talent for visual communication that have to be molded into something that will sell. So my answer is yes, talent is needed.

Two things that helped me a lot. Learning photoshop and making it be able to do what I want AND using a 960 grid system.
