Yeah, I don't like Google's policy on that. It's like SEO, the webmaster can't control who is linking you, so Google doesn't penalize for having bad sites link to you. Just like that, you can't control who is clicking your ads. What Google should do is make it so that if an IP clicks ads too often, the clicks don't count.
