I think you should check: Edit > Color Settings
My settings are the following:
Settings: North America General purpose 2
Working spaces:
RGB: sRGB IEC61966-2.1
CMYK: U.S. Web Coated (SWOP) v2
Gray: Dot grain 20%
Spot: Dot grain 20%
Color management polices:
RGB: Preserve Embedded Profiles
CMYK: Preserve Embedded Profiles
Gray: Preserve Embedded Profiles

You can also check: Edit > Preferences > General
Color picker: Adobe
Image Interpolation: Bicubic

And maybe you have to check the current mode that you are working on:
Image > Mode > RGB or CMYK

Hope this will help you.

Just go "View > Proof Setup > Monitor".

Yes exactly, it has to be View > Proof Setup > Monitor, you can adjust this there for sure
