tablet or not im guessing on brushing in photoshop, unless as quoted it is vector.
i cant really say what tecnique he uses, you have to ask him.
Alright I was just asking in general for mascot design. I have a freind whose really talented with the wacom tablet so I may see if he can draw something up for me and then having another friend go over it in vector.

Yes I've decided to go with sosfactory.net However though if he has a portfolio I would be happy to consider him for future projects!
