Probably offsite. You can rank well for a keyword which is not presented on the website if the offsite optimization is done good. With good onsite optimization without backlinks you can never rank well.
Of course you should do both. Why to spend many months by link building when you can spend one or two hours by onpage optimization and the offsite optimization do in half time.
I think the onsite is important from a google stand point, as far as them knowing what you are about and giving you a good quality score, and the back links are good for social proof. If authority sites A, B, and C all think your site is good enough to link too then people are going to want to check it out.

when talking about search engine optimization that means when you are optimizing a website then all is vital... as they say directory submission is worthless when in fact that is not true... because every single back links helps your website...

I'm not sure what the point of this question is. Do you not have time to do both? It's clear both are important. Onsite helps determine what your site is all about and offsite helps get your site recognized out there.
Hi all, I like your all opinion. I think that the both of techniques are important but if you want benefits in short time then off page SEO will be better.
