I wanted to promote my site at Google. I've encountered the following site that supplies integrated technology strategy, and I've noticed that it has high page rank. Now it's not a big site so how can I promote mine as well?

I think engaging into google groups will not help your site at all. as what I have said from the other thread, get many good back links.
