$200 xhtml/css and some WordPress/PHP work

So, I have a design I need sliced up and coded into xhtml/css. I then need that same design expertly integrated into WordPress in a very specific way. I also need someone that understands PHP well enough to help with some features and ideas that I have.

I need all of this ASAP, and for a reasonable budget. I have $200 that I can work with right now.

Someone highly skilled should be able to do most of what I need in 3-5 hours.

If you think you are the right person, please let me know. The design isn't very complex, and many of the PHP features are just getting WordPress plugins integrated and displaying things the way that I want them displayed.
