it's system wide, if you text in IE is smooth, then you have it on.

Not 100% true
Yes, ClearType IS system-wide, but IE7 has sort of built-in ClearType algorithm too, so you do not have to have CT installed system-wide to experience smooth text in IE7.

If you like this effect in IE7, then install ClearType for the whole system (including Firefox of course):
