A little under my hourly rate, but I do have a question, is it full-time for 4-12 weeks? How do you plan to measure / calculate / proove the amount of time spent?

Full-time, no. The reason why the range of time is so wide is because it mostly depends on how much time you will spend working. We will take it on good measure that the time you report is accurate.

Anything, from a CMS to a custom built web application. I haven't talked with him much about the position, so it may be for smaller projects, or larger projects where you would just help the main programmer.
