.eps file/print problems

Hello guys,

I made an image in photoshop wich will be used to print on a flag.
I have to save it as an .eps file and then it will be printed by a company with whatever program they use.

The problem is that part of the image seems to be bitmap (which is wrong) and some parts not (which is right).

I hope someone knows what I can do to not make it bitmap?

I know it is a bit vague, but I hope some will recognize the problem.
