I am looking for a cheap vB License because I plan on starting a new project but need vB to do so...

I need an Owned license.. I am willing to purchase a Transferable License or just a License where I take over the account.

Not sure.. because then price goes up higher... Would it be transferable or account change..?

Yea, vB requires licenses to be renewed (if expired) before they can be transfered, its only like 30 bucks, so add that into the offer you had before.
