How much do you think outbound links affect SERP from your experience? IMO, outbound links to authoritative sites doesn't affect SERP that much.

Well I've had a few experiences where I took out important outbound links from my homepage and I have seen my results suffer. Another instance I have taken out authoratative links an it had no effect.

It's an iffy topic, some swear by it, some believe it doesn't work, I am confident it works...

how would you get back links like you mean ads and stuff like that where google could find you really easy or anybody else.

The ranking into the search engines depends on the quality of site's content and number of link back for this site.If those will come from good quality sites then your site will easily boost up in search engines.
