Relax man, you gave him the info, now let him sort it out. Chances are in under 2 years (when he will be 18) as long as he keeps his nose clean, they probably won't care.

Why does it matter to you so much Robson? Let him do as he pleases, and then let the other companies handle and enforce their own TOS.

But the TOS are global.

It doesn't matter, if I do do anything fraudulent my account will be closed and money in there will pay the buyer off.

Ok, well if you're not prepared to accept my advice and find an alternative payment processor then there isn't much more I can say or do. The fact you're trying to start what seems like a reputable business but are acting illegally from the very outset concerns me. They have age restrictions on things for a reason.

May I ask those reasons? If paypal has set ages, why don't banks? I have a debit card with a bank account which I manage, but I can't have a PayPal account?

I would really like to know what they are - I believe it is due to contracts but international contracts are almost impossible to follow up if breached when the money involved is tiny.

You can simply say that your parent/guardian has signed you up...at least thats what I thought it was. Thats how I started 4 years ago when I was only 15.
