As mostly stated above, it takes practice. The more practice you get by creating new things, the better you will become. It's just like any other trade almost, it takes time, dedication & imagination to be a designer.
Take some PSD files for different industries or type of websites and edit them in photoshop and see what you can create. Then try it from scratch once you feel comfortable enough and have some imagination of what you wish to design. Believe me, once you get the hang of it - it will be so easy.

Thank you all for your advice, suggestions and references. I appreciate it and I promise to try to follow every detail. That way I won't have to bother you guys lol. I already have the sitepoint ebook mentioned. I will dedicate my time to smaller projects. I assume they'll better prepare me for bigger ones as I usually have the common "designer's block", kinda like writter's block. By the ways does anyone here know a very good intro tutorial on painting with photoshop?

All you need is practice, the more layouts you do the more you get experienced with things. Also if you look at any layouts they're all done with simple layers but it's just putting them together in a nice way that counts. In order to get the hands to do that all you need is practice. So keep it up!

imo, I wouldn't be using photoshop for web graphics
Why do you think adobe bought fireworks? Because its made for web graphics and photoshop is made for photo editing

Photoshop does a fine job for most purposes. I never really liked the feel of Fireworks myself.

but first try to read some online photoshop tutorials
& then if you get any problem let us know
I am working with one of such great Offshore Web site design & Development NJ company & its a very nice experience to deal with them

It is a lot of trial and error and finding your own style, and what you're good at in terms of design. Find websites that you find look pleasing, chances are these are your preferred style. Look at the details and use them as a reference.
On another point, you can also do a google search on web design techniques and find what interests you.

Best thing todo before making the site, get out a pen and paper and draw the layouts. Then work off that in photoshop. Don't start a project untill you have thought it through.
Also a tip when making the layout, keep everthing organised in a tree form or else you will get lost, annoyed and quit the project.

Visit sites for more often, and tried to create the same thing(for learning purposes..)
Believe me, you'll pick up very fast (when you're skilled)
