$20k a year is the minimum and it is based upon experience. We employ 17 people, a dozen of which are full time with us. We are a rapidly growing company looking for a top notch designer.

$20k a year is about 1.7k/mon or $10/hour.

I think it's not enough to hire top notch designers (who are also experts in coding) like you said.

Again, reread his original post. He clearly stated that $20K is base, and that your actual salary is determined upon your experience and skill.

This is how most jobs are regardless. They have a lower base salary for a generalization. Then it increases based on skill level, knowledge, experience, et al.

Yes that's true. But at $20,000 you can't expect much to be honest.
