I need to find a good programer, but when I post job's on forums I get seamingly automated reply's and sales pitches rather then the information I requested.
Where can someone go to find programers willing to do work and able to follow directions?

Picard look into rentacoder.com there website caters to people looking for programmers. If the programmer does not follow directions then there is no money lost!
